In the state government's ownership scheme, Patwaris are reluctant to register their leases. Collectors have reprimanded them, even warned them of dismissal, but the Patwaris continue to ignore the process. Chief Secretary Ashok Varnwal has expressed his displeasure to the Collectors across the state for the lack of registration. The Patwaris say that their jobs are at stake if the registration is incorrect.
