The health department has issued a directive for doctors to be on duty in the OPDs of government medical colleges from 9 am to 5 pm, but no backup plan has been prepared for 24-hour emergencies. The hospitals are suffering the consequences of this half-hearted preparation. The ground reality is that if doctors are spent all day in the OPD and wards, then hospitals will need separate doctors to handle night emergencies.
