The SOG investigation revealed that the paper was not leaked from one location, but rather reached candidates through the network of the Jagdish Vishnoi and Tulcharam Kaler gang. Both gangs first had the leaked papers solved and then taught them to other candidates, including their close associates. Many candidates were caught during the examination process.
